


The new CFO had identified the need to move his organisation from being ‘Excel’ centric to become true business partners with the Directorates they supported and find ways to add value to those areas and better management of the expenditure for the State.
Micheal Mallon, working with the CFO & the Chief Executives of HealthShare & eHealth, defined, designed and delivered a customer focused future-state operating model for the Finance, & Corporate Services Directorate. This engagement included the definition of:
- Organisational capabilities for Finance, & Corporate Services
- Conducting the capability maturity assessment with the Finance, & Corporate Services leadership team and selected staff,
- Design and develop the future-state operating model, value chain and process architecture.
- Develop the detailed organisational design, role design (roles and responsibilities),
- Develop the go-live structure and supporting position descriptions,
- Develop the organisational change proposal to inform the union briefing.
This engagement delivered new ways of working, more effective teams through staff more aligned with the new purpose and direction. A reduction in unnecessary (legacy) roles and payroll saving in excess of $1.5million annually.
Shane Lamont led the program for NSW Dept Customer Service to review and update the procurement planning and sourcing framework to align with current NSW Government Procurement Policies and Guidelines. The program also included the development of new procurement training material and the delivery of training to more than 200 users within the first 12 months of the release of the new procurement framework.
Shane Lamont was the Project Executive Sponsor leading the procurement sourcing framework review and the update of the procurement planning and sourcing frameworks.
The consultation included NSW Dept of Customer Services internal and external legal review and change management consultation with more than 200 internal stakeholders and procurement process users.
Shane was also accountable for the design and development of the new procurement framework training material and eLearning modules, and the delivery of more than 15 procurement training courses in the first 12 months of the procurement framework release
The following project outcomes were delivered:
- Updated NSW Dept of Customer Service procurement policy
- Updated and streamline full suite of procurement planning and sourcing procedures, documents, and templates
- Design and development of the new procurement framework training material and eLearning modules
- The delivery of training to more than 200 users within the first 12 months of the new procurement framework release
Our team were engaged by NSW Treasury and NSW Procurement to co-design and develop the next generation Social and Sustainable Procurement Policy, Framework, Reporting Requirements and the Case for Change for NSW Whole of Government Goods and Services, and Infrastructure Procurement.
Micheal Mallon led the to review of the existing frameworks with the aim of integrating and streamlining the existing policies. Our ability to harmonise all of the NSW Government Social and Sustainable policies maximised their potential social, sustainable and environmental impact benefits. We also enabled those benefits to be measured through sustainable procurement approaches. The process included:
- Assessment of NSW Government current state;
- Research of best practices in other jurisdictions, and internationally;
- NSW WofG stakeholder engagement and co-design;
- Concept design of the NSW government future state sustainability policy;
- Operating model design;
- Functional and performance frameworks; and
- Reporting measures.
Micheal Mallon, along with the broader team developed the proposed NSW whole-of-Government Sustainable Procurement Policy, supporting framework and reporting regime for further consultation. This included the development of an evidence-based business case (incorporating a cost and benefit analysis, a new policy, operating model, framework, implementation plan, performance targets, and reporting framework.
