Situation

In 2022 the Andrews Labor Government announced a $214 million / 5-year program to frontline police offices with the latest Conducted Energy Devices (CED - Tasers) to help police officers safely respond to violent offenders and keep the community safe.

Approach

Shane Lamont led the team engaged by Victorian Police to lead the CED program and the agile procurement strategy development and execution for the CED infrastructure upgrade of more than 200 regional and metropolitan police stations. Key CED program procurement outcomes delivered:

- CED Program Procurement strategy that supported agile principles by consolidating both the regional and metropolitan programs into one procurement strategy and market engagement.

- EOI market engagement and industry briefing.

- RFP market engagement and evaluation.

- Executed contract to a single provider for the infrastructure upgrade of Regional and Metropolitan police stations.

- On Behalf of Victorian Police was the Contract manager and Representative during program delivery.

Outcome

An procurement strategy that combined the Regional and Metropolitan programs into one integrated program – benefits included: 

- Increase market attractiveness and participation in the RFP process.

- CED Police Station upgrade contract was awarded 22% under budget.

- CED Police Station upgrades were completed ahead of program schedule.

Shane Lamont led the team engaged by Development Victoria to review existing procurement practices and to recommend and develop a single procurement framework for use by Development Victoria to align with current Victorian Government procurement policies and guidelines.

The team conducted a review of three existing procurement frameworks. This review focused on identifying:

- Procurement process similarities;

- Process and structural gaps; and

- Where the existing frameworks were in conflict each other.

- Where the existing frameworks aligned or diverged from the current Victorian Government procurement policies and guidelines

The review team developed a set of recommendations with the central recommendation to develop a single procurement framework for use by Development Victoria.

The following project outcomes were delivered by the team:

- Opportunity and gap assessment report of the three existing procurement frameworks

- Recommendation for the structure of the future procurement framework with a focus of limiting the number of alternative procurement documents, and or templates

- The future procurement framework with the agility to respond to various projects and procurements – small to large, simple to complexed

- Provided a list of preferred panels available for use by the broader business

- Development of new procurement framework training requirements.

Shane Lamont led the team engaged by Albury Wodonga Health “AWH” to review the procurement and supply chain operating model and practices to ensure AWH were able to respond and manage supply chain challenges and disruptions during the pandemic period

Shane Lamont was the Project Executive Sponsor engaged to lead a procurement and supply chain operating model and current practices review. The approach included:

- Conducting a procurement and supply chain maturity assessment

- Initiating a pandemic supply chain risk assessment

- Developing future–state operating model design options

- Developing the procurement and supply chain case for change

- Developing role descriptions for the preferred option

- Conducting a category by category analysis

- Developing the transformation roadmap

All recommendations were then presented to the AWH Executive team and Board on the pandemic supply chain risks, mitigation actions and future state procurement and supply chain model requirements.

- Procurement and supply chain case for change and transformation roadmap

- Procurement and supply chain operating model design and role descriptions
